Program overview

Singapore’s Global Investor Programme is a selective permanent-residence route administered by the Economic Development Board for established entrepreneurs and investors. Applicants must satisfy the profile, investment, business-plan and renewal conditions for the selected option; funding alone is not sufficient.

The GIP is intended for applicants with substantial business and investment track records. The application fee is S$20,000 from 5 May 2025.

The Global Investor Programme is open but highly selective. It is a permanent-residence route for established global investors with qualifying track records, not a passive “pay and receive PR” product; Residency Partners handles it only as a private mandate.

Physical presence

Renewal conditions differ by option and can include business performance, local employment/expenditure and residence requirements. Citizenship requires genuine residence and is discretionary.

Planning range — editorial estimate

Plan for approximately 12–24+ months from preparation/interview through approval in principle, investment and final PR.

Family inclusion

A spouse and unmarried children below 21 may generally be included for PR consideration. Male children can incur National Service obligations. Parents and older children use separate long-term visit or independent routes, not derived GIP PR.
Government and application costs

Fund, family-office, business establishment, audit, tax, legal, immigration, valuation and document charges are additional and can be substantial.

Eligibility and admissibility

No blanket nationality exclusion is stated in the EDB factsheet, but Singapore sanctions, security, source-of-wealth, business-record, reputation and immigration admissibility checks apply. Profile eligibility precedes investment eligibility.

Official timing indication

EDB does not guarantee one end-to-end outcome date in the public factsheet.

Complex source-of-wealth, corporate verification and economic-plan review can extend timing.

Investment, holding and exit risk

Holding requirement: The qualifying investment and the applicable business, employment, expenditure or family-office conditions must be maintained through the initial five-year re-entry-permit period and assessed for renewal.

Refundability and exit: Business, fund and family-office assets are not government guaranteed. Redemption/exit depends on the instrument and renewal conditions; capital loss is possible.

  • Minimum capital alone is insufficient; applicant-profile and economic-contribution tests are decisive.
  • GIP-select fund and private business investments can be illiquid or lose value.
  • Failure to meet renewal milestones can reduce or prevent re-entry-permit renewal even while PR status questions require separate advice.
Residence and practical rights
  • Singapore permanent residence after final approval.
  • Live, work and conduct business in Singapore, subject to licensing.
  • Qualifying spouse/children may receive PR.
  • Re-entry permission must be kept valid for travel and is renewed against program conditions.
Long-term residence, citizenship and tax

Renewal or permanent residence: GIP leads to PR, but the Re-Entry Permit is time-limited and renewal depends on option-specific investment/economic/residence conditions. PR can be jeopardised if a holder leaves without valid re-entry permission.

Citizenship path: PR holders may later apply for citizenship, but approval is discretionary and based on genuine residence, integration, economic/family contribution and other factors. GIP does not promise citizenship or a timetable.

Tax planning: Immigration status and tax residence are separate tests. Residence days, permanent-home, centre-of-interests, controlled-company, estate and source-income rules can create liabilities. Obtain cross-border tax advice before changing residence or investing.
