The short answer: choose the UAE for an operating base, Portugal for a European residence strategy
UAE Golden Residency and Portugal’s Residence Permit for Investment Activity, usually called Portugal ARI or the Portugal Golden Visa, solve different problems. The UAE generally suits investors, founders and senior professionals who want a renewable 10-year, sponsor-free base from which they can live, work, study and invest. Portugal ARI generally suits third-country nationals who value Schengen mobility, a low physical-presence requirement and a route to permanent residence, while accepting two-year residence cards, materially higher government fees and qualifying investments that cannot be directed into real estate.
The UAE is not the better fit if the real objective is European free-movement access or an entitlement to citizenship after a fixed residence period. Portugal ARI is not the better fit if the investor wants a qualifying home purchase, a zero-visit structure, or a fast and predictable end-to-end decision. Neither residence permit by itself determines tax residence, guarantees renewal, produces citizenship or substitutes for regulated investment, legal and tax advice.
- Choose the UAE when the family expects to build an active Gulf base, values broad sponsor-free work and business rights, and can qualify through an approved investment, entrepreneurial, professional or talent category.
- Choose Portugal ARI when Schengen circulation and a European residence option outweigh higher per-person fees, at least 7 days of presence in the first year and 14 days in each later two-year period, and the risk and illiquidity of the selected qualifying asset.
Decision matrix: the differences that should drive the choice
- Residence status: current ICP guidance describes UAE investor Golden Residency as a renewable 10-year residence without a sponsor. Portugal ARI is a temporary residence permit valid for two years and renewable for two-year periods while the qualifying investment and other conditions continue.
- Headline investment: the principal UAE investor tests are AED 2,000,000 in qualifying public investment or real estate. Portugal ARI offers job-creation, research, culture, non-real-estate collective investment and company-capital routes, with headline capital thresholds commonly at €250,000 or €500,000 depending on the route.
- Real estate: qualifying UAE property can support Golden Residency. Portugal ARI no longer accepts direct or indirect real-estate investment; buying a Portuguese home separately does not make it an ARI investment.
- Family: ICP lists spouses, children regardless of age and parents for UAE Golden Residency. Portugal ARI family reunification covers a spouse or proven partner, qualifying children, dependent first-degree parents and certain minor siblings under guardianship, with evidence conditions for adult students and dependants.
- Presence: UAE Golden Residency holders may remain outside the UAE for more than the usual six months while the permit remains valid. Portugal ARI requires at least 7 days in the first year and 14 days in each subsequent two-year period.
- Mobility: UAE residence is not Schengen residence. A valid Portuguese residence permit supports short-stay circulation within the Schengen area under the applicable rules, but it is not unrestricted EU citizenship mobility.
- Work and business: both routes can support work and business activity in the issuing country, subject to licensing, employment, company and professional rules. Immigration permission does not replace sector approval.
- Long-term outcome: Portugal has a statutory permanent-residence route after five years of temporary residence if the separate conditions are met. UAE Golden Residency is long-term renewable residence, not permanent residence or citizenship by investment.
What qualifies for UAE Golden Residency?
The UAE programme is category-based. An attractive lifestyle or a property reservation is not enough: the applicant must fit a published category and obtain the evidence required by ICP or the competent emirate authority. The federal ICP guide updated in September 2026 lists the following investor and entrepreneur tests.
- Public investment: a deposit of at least AED 2,000,000 with an investment fund or a national bank; establishment of a UAE company with at least AED 2,000,000 of capital; a share of at least AED 2,000,000 in a new or existing company; or the specified Federal Tax Authority evidence showing an annual tax contribution of at least AED 250,000.
- Ownership of capital: public-investment capital must be wholly owned by the investor, not borrowed, and supported by source-and-ownership evidence.
- Real estate: one or more UAE properties with a total value of at least AED 2,000,000 and full ownership registered to the investor. ICP permits finance from an approved local bank and also recognises qualifying off-plan purchases from an approved local developer, subject to the competent authority’s evidence.
- Entrepreneurs: the current ICP guide includes an approved UAE SME with annual revenue of at least AED 1,000,000, an entrepreneurial idea approved by an accredited incubator or competent authority, or one or more previously sold ventures with a total sale value of at least AED 7,000,000.
- Senior professionals: a separate published category requires, among other conditions, a valid UAE work permit and contract, at least a bachelor’s degree and monthly salary of at least AED 30,000. Talent and scientist categories rely on the relevant nomination or recommendation.
- Health insurance: investors, entrepreneurs and their family members must maintain the comprehensive health cover required for the applicable category and emirate.
What qualifies for Portugal ARI in 2026?
Portugal’s ARI remains open, but the eligible routes changed materially in 2023. AIMA and the current Foreigners Law list five main alternatives. The investment normally must be maintained for at least five years, and the activity cannot be directed, directly or indirectly, into real estate.
- Jobs: create at least 10 jobs. The statute allows a 20% reduction in the quantitative test when the activity is carried out in a qualifying low-density territory.
- Research: transfer at least €500,000 into qualifying scientific research, reduced by 20% to €400,000 when the statutory low-density conditions apply.
- Culture: transfer at least €250,000 into qualifying artistic production or the recovery or maintenance of national cultural heritage through an authorised recipient. The statute provides a 20% low-density reduction; confirm the exact certification and amount with AIMA before transferring funds.
- Collective investment: invest at least €500,000 in units of a non-real-estate collective investment undertaking constituted under Portuguese law, with at least five years of maturity at the investment date and at least 60% of investment value placed in companies headquartered in Portugal.
- Company capital: transfer at least €500,000 to form a Portuguese company and create five permanent jobs, or reinforce an existing Portuguese company while creating at least five permanent jobs or maintaining at least 10 jobs, at least five permanent, for a minimum of three years.
- Fund and company due diligence: verify the manager, vehicle, depositary, fees, valuation policy, conflicts, liquidity, portfolio exposure, leverage, regulatory status and evidence needed by AIMA. Regulatory registration is not a guarantee of returns, capital protection or ARI approval.
Family, presence, renewal and the long-term pathway
Family composition often changes the economics more than the headline threshold. Portugal charges substantial application and issuance fees per person. The UAE has emirate- and channel-specific charges, medical and identity steps, and continuing insurance costs. Map every dependant before the principal invests.
- UAE family: current ICP guidance allows residence permits for a spouse, children regardless of age and parents, and permits sponsorship of domestic workers under the applicable rules. If the Golden Residency holder dies, sponsored family members may remain until their own permits expire.
- Portugal family: AIMA lists a spouse, a proven de facto partner, minor or incapable children, qualifying unmarried dependent adult students, dependent first-degree parents of either spouse and minor siblings under recognised guardianship. Birth, marriage, study, dependency, custody and guardianship evidence must be authenticated, translated and legalised as required.
- UAE absence and renewal: Golden Residency is exempt from the usual rule that can invalidate other UAE residence permits after more than six months abroad, but the qualifying investment or category conditions must continue through renewal.
- Portugal presence and renewal: keep the qualifying investment, remain compliant with tax and social-security evidence, maintain health cover, update criminal and investment documents when requested, and meet the 7-day and 14-day presence tests.
- Portugal permanent residence: after at least five years holding temporary residence, a separate application can be made if the applicant meets the current means, accommodation, tax, social-security, criminal-record and basic Portuguese-language conditions. The permanent right has no time limit, although the card is renewed every five years.
- Citizenship: UAE citizenship for specified foreign categories is nomination-based through designated government bodies and is not an entitlement created by Golden Residency. Portugal changed its nationality law on 19 May 2026: new ordinary naturalisation cases generally require 7 years of legal residence for nationals of Portuguese-speaking countries and EU states, and 10 years for other nationals, plus language, culture, civic, criminal, security and subsistence conditions. Procedures already pending on 19 May 2026 follow the previous law. Neither route guarantees citizenship.
Government fees and third-party costs: compare the full family budget
Government charges are separate from the qualifying investment and can change. The figures below are official published examples reviewed on 28 September 2026, not a fixed quotation. Obtain a fresh fee calculation for the exact emirate, application channel and family before filing.
- UAE federal residence issuance: the ICP service card lists AED 100 application, AED 100 issuance per year for a 10-year Golden Residency and AED 100 smart-service fees. A status adjustment inside the UAE is listed at AED 500 where required.
- UAE entry visa: the optional six-month multiple-entry visa used to complete Golden Residency procedures is listed at AED 100 application, AED 1,000 issuance and AED 100 smart-service fees.
- Dubai example: GDRFA Dubai separately publishes an AED 1,100 residence-permit fee, AED 10 Knowledge Dirham, AED 10 Innovation Dirham, AED 500 inside-country charge and AED 20 delivery, with its stated duration adjustment. Do not add federal and Dubai examples together without confirming which authority and channel handles the case.
- UAE third-party layer: allow for medical fitness, Emirates ID, insurance, property valuation and registration, bank or mortgage charges, developer and broker costs, company licensing, audit, translation, attestation, legal advice and renewal compliance. These vary materially.
- Portugal analysis: AIMA’s 2026 table lists €842.80 standard or €632.10 with the published 25% digital-channel reduction for receipt and analysis of an ARI grant or renewal request, including an associated ARI family request.
- Portugal issuance: the same table lists €8,418.90 standard or €6,314.20 with the digital reduction for the initial ARI grant, and the same per qualifying reunited family member.
- Portugal renewal: AIMA lists €4,210.30 standard or €3,157.80 with the digital reduction for the investor and the same amount for each ARI family-member renewal. The issued DUC controls the amount due.
- Portugal third-party layer: budget for fund subscription and management charges, custody, banking, legal and tax advice, translations, apostilles, certified copies, travel, accommodation and source-of-funds work. Cultural, research, company and job routes have their own execution and monitoring costs.
Process and document overview
Both jurisdictions test whether the qualifying asset, bank trail, tax profile and beneficial ownership tell a coherent source-of-funds story. Build that file before moving capital. Unexplained intermediaries, circular transfers, last-minute gifts and inconsistent names or values can delay or defeat an otherwise eligible case.
- UAE: identify the exact federal or emirate category and obtain preliminary nomination or eligibility evidence before a binding investment where possible.
- UAE: complete independent property, company, banking and regulatory due diligence; assemble the title or deposit evidence, valuation, trade licence, audited financials or FTA letter required for the chosen category.
- UAE: submit passport, photo, eligibility evidence and insurance through the competent channel, then complete entry or status adjustment, medical fitness, biometrics, Emirates ID and residence issuance steps as applicable.
- Portugal: select one statutory route, obtain a NIF and suitable banking arrangements, complete investment and regulatory due diligence, and retain the international bank trail and ultimate beneficial-owner evidence.
- Portugal: submit the Portal ARI application with passport, lawful-entry evidence, health cover, recent criminal certificates, tax-identification information, Portuguese tax and social-security compliance, bank confirmation and route-specific investment evidence.
- Portugal: pay the DUC shown by AIMA, correct or refresh documents if requested, attend the notified appointment for originals and biometrics, then pay the issuance fee after approval under the current procedure.
- Family: prepare civil-status, study, dependency, custody and consent records early. Check apostille or consular legalisation and Portuguese or Arabic translation requirements against the receiving authority, not the seller or promoter.
Tax residence is separate from immigration residence
A low immigration stay requirement is not a tax ruling. Portugal generally treats an individual as tax resident if they spend more than 183 days in a relevant 12-month period or have a home showing an intention to keep and occupy it as habitual residence. Portuguese tax residents are typically taxed on worldwide income, subject to domestic rules and treaties. The former NHR regime was repealed for new arrivals from 2024, subject to transitional cases; do not assume an ARI creates a special tax regime.
UAE domestic tax-residence rules separately examine the individual’s usual residence and centre of financial and personal interests, a 183-day presence test, and a 90-day test with additional UAE residence, home, employment or business conditions. A Golden Residency card alone does not prove treaty residence, end tax residence elsewhere, or remove tax obligations connected with companies, property, investments or foreign jurisdictions.
Common mistakes that change the result
- Treating UAE Golden Residency as permanent residence, guaranteed automatic renewal or a direct citizenship programme.
- Assuming every AED 2,000,000 property, mortgage, off-plan unit, company valuation or deposit will produce the authority evidence required for the chosen UAE channel.
- Applying the UAE non-loan rule for public-investment capital to property financing, or assuming a property loan is acceptable from any lender rather than an approved local bank.
- Buying Portuguese real estate expecting it to qualify for ARI, or allowing a fund or company route to direct the ARI capital into prohibited real-estate exposure.
- Comparing only AED 2,000,000 with €500,000 while ignoring per-person Portuguese fees, fund risk, family size, insurance, transaction costs, liquidity and ongoing compliance.
- Relying on outdated claims that new Portugal ARI cases lead to citizenship after five years despite the nationality-law change effective 19 May 2026.
- Treating an authority’s service-completion target as an end-to-end approval promise. Nomination, due diligence, document correction, biometrics, security checks and production can add time; AIMA does not publish a guaranteed ARI decision timeline.
- Confusing immigration residence, physical presence, tax residence, permanent residence, Schengen travel and citizenship.
