The short answer: budget for eligibility, evidence and every family member
The UAE Golden Visa, officially called Golden Residency, is a renewable long-term residence permit for qualifying investors, entrepreneurs, senior professionals and other approved talent categories. It can provide a 10-year, sponsor-free UAE base and family residence, but it is not a purchase-and-approval product. The applicant must satisfy a published category, document ownership and source of funds, complete the applicable medical, identity and immigration steps, and continue to meet renewal conditions.
For an investor or founder, the sensible budget has three layers: the qualifying capital or business test; government charges for the principal and each dependant; and variable third-party costs such as health insurance, medical fitness, property or company due diligence, valuation, translation, attestation, banking and professional advice. Published federal and Dubai fees are not interchangeable quotations. The competent authority, emirate, application channel, current immigration status and family profile determine the actual amount.
- The route may suit investors who can substantiate at least AED 2,000,000 in an eligible property or public-investment structure, founders who meet a published entrepreneur test, or professionals and exceptional talents who obtain the required employment evidence, nomination or recommendation.
- It may not suit an applicant relying on informal valuations, unexplained third-party funds, an unapproved lender or developer, an unsupported business forecast, or an assumption that residence automatically creates tax residence, permanent residence or citizenship.
Eligibility overview: which Golden Residency category fits?
Eligibility is category-specific. Federal ICP guidance provides the core framework, while the competent emirate authority may prescribe its own evidence and workflow. Confirm the route before committing capital, because a valuable asset or successful company does not necessarily produce the certificate required by immigration.
- Public investment: at least AED 2,000,000 deposited with an approved investment fund or national bank; at least AED 2,000,000 of company capital or shares; or Federal Tax Authority evidence showing an annual tax contribution of at least AED 250,000. The qualifying capital must be fully owned by the investor and not financed by a loan.
- Real estate: one or more UAE properties with a total qualifying value of at least AED 2,000,000. Current ICP guidance recognises finance from an approved local bank and qualifying off-plan property from an approved local developer, subject to evidence accepted by the competent authority. Dubai Land Department asks a mortgaged-property applicant for a bank letter showing the amount paid; do not assume the gross purchase price alone is enough.
- Entrepreneurs: current ICP guidance includes an approved UAE small or medium-sized enterprise with annual revenue of at least AED 1,000,000, an entrepreneurial idea approved by an accredited incubator or competent authority, or one or more previously sold ventures with a combined sale value of at least AED 7,000,000.
- Senior professionals: the published category includes a valid UAE work permit and employment contract, a bachelor’s degree or equivalent, monthly salary of at least AED 30,000 and health insurance. Scientists, inventors, creatives, executives and other exceptional talents have their own nomination, recommendation and evidence tests.
- Family status follows the principal: a dependant does not cure a defect in the main applicant’s eligibility. Investment, employment, nomination, insurance and family documents must remain consistent across the file.
Federal government charges: the official ICP components
ICP service cards separate application, issuance and smart-service components. They are useful for planning, but they are not a universal all-in quote. Additional medical, identity, insurance, delivery, status-adjustment, guarantee or local-authority charges may apply.
- Golden Residency permit: ICP lists AED 100 for the application, AED 100 for each year of a 10-year permit and AED 100 for smart services. On that service card, the permit components total AED 1,200 before other steps or local charges.
- Emirates ID: ICP lists AED 100 for each year of residence plus AED 100 for smart services. For a 10-year identity card, those published components total AED 1,100.
- Six-month entry visa: an eligible applicant outside the UAE may use a multiple-entry visa to complete Golden Residency procedures. ICP lists AED 100 application, AED 1,000 issuance and AED 100 smart-service charges, totalling AED 1,200. The visa is issued for six months and may be extended for another six months under the published rules.
- Inside-country status adjustment: ICP lists AED 500 where a status change is required. A late departure or status breach can attract AED 50 for each day of overstay, so calendar management matters.
- Family guarantee: the general ICP investor-family service card lists a refundable financial guarantee of AED 3,000 per family member, capped at AED 15,000, plus an AED 20 deposit fee. Confirm whether that guarantee applies to the chosen Golden Residency channel and how refund conditions operate before budgeting it as a recoverable amount.
Dubai pricing examples: do not add separate channels together
Dubai publishes channel-specific examples that help expose the full cost stack. They should be read as alternatives or package components for the relevant case, not automatically added to every federal fee above. Always request a current itemised calculation from the authority handling the application.
- GDRFA Dubai investor residence service: the published components include AED 1,100 for the residence permit, AED 10 Knowledge Dirham, AED 10 Innovation Dirham, AED 500 for an inside-country application and AED 20 delivery. The page also notes an annual adjustment to issuance charges for permits longer than two years; obtain the live payment request rather than extrapolating.
- Dubai Land Department property-investor package: the official service page lists AED 700 medical fitness, AED 1,153 Emirates ID, AED 2,856.75 residence confirmation, AED 4,020 Dubai Land Department charges and AED 1,155 administrative fees. The stated package total is AED 9,884.75.
- Dubai family examples: the same Dubai Land Department page lists AED 5,774.50 for a spouse or child residence and AED 318.75 to open a family sponsorship file. A parent residence is listed at AED 5,774.50, and an additional AED 100 charge is shown for each sponsored person. Insurance and other case-specific items may be separate.
- Published processing periods are service targets, not guaranteed investment-to-residence timelines. ICP service cards commonly show two days for the authority step, GDRFA Dubai shows five days for its investor service, and Dubai Land Department shows seven to ten days for its package. Eligibility review, nomination, valuation, document correction, security checks, medical fitness, biometrics and card production can extend the overall process.
Third-party costs that sophisticated applicants should model
The qualifying investment is not a fee, and third-party costs are not government charges. Treat each separately in the investment memorandum and family budget. Quotes should identify the provider, scope, VAT treatment, payment trigger and whether the amount is refundable.
- Property cases: independent legal due diligence, title and developer checks, valuation, mortgage or bank charges, registration, service charges, insurance, broker commission and any acquisition taxes or fees applicable to the transaction.
- Company and founder cases: incorporation or share-transfer costs, trade licensing, office and visa establishment costs, audited accounts, valuation, tax registration and compliance, banking, corporate secretarial work and ongoing licence renewals.
- All cases: medical fitness, health insurance, certified copies, sworn or legal translation, apostille or consular attestation, courier services, travel, professional advice and source-of-funds remediation.
- Family cases: separate medical, identity, residence, insurance and document-authentication costs for each dependant. Parents can require additional dependency evidence and may face different insurance pricing.
Core documents for the principal applicant
Exact checklists differ by category and authority, but the same core evidence should be internally consistent. A passport spelling mismatch, expired certificate or bank trail that does not match the declared investment can delay an otherwise eligible application.
- Passport valid for at least six months and a compliant recent personal photograph.
- Current UAE visa, entry record or identity details if applying from inside the country, plus evidence for any required status adjustment.
- Valid health insurance meeting the rules of the category and emirate, followed by medical fitness testing where required.
- Category approval, nomination, recommendation or eligibility certificate issued by the competent body.
- A complete source-of-funds and source-of-wealth trail: bank statements, transfer confirmations, sale agreements, audited accounts, tax records, gift or inheritance evidence and beneficial-ownership records as relevant.
- Certified Arabic translation and the required apostille, legalisation or consular attestation for foreign civil, education and corporate documents. Confirm the receiving authority’s rules before commissioning translations.
Route-specific evidence for investors, founders and professionals
- Property investor: title deed or ownership certificate, authority valuation, mortgage or bank letter where relevant, proof of the amount actually paid, developer approval for an eligible off-plan asset and evidence of comprehensive insurance.
- Public investor: investment-fund or national-bank certificate, commercial licence, company constitutional documents and share register, bank statements, auditor confirmation, or the relevant Federal Tax Authority letter. GDRFA Dubai asks a qualifying deposit to be frozen for at least two years and publishes further conditions; confirm withdrawal restrictions in writing before relying on liquidity.
- Entrepreneur: incubator or competent-authority approval, SME registration, audited revenue evidence, sale contracts for exited ventures, intellectual-property records, business plan and proof that the applicant founded or materially owns the qualifying project.
- Senior professional: UAE work permit and employment contract, employer letter, attested bachelor’s degree or equivalent, salary certificate and bank evidence demonstrating the AED 30,000 monthly salary, plus health insurance.
- Exceptional talent: the nomination or recommendation specified for the particular scientist, inventor, creative, executive, athlete, doctoral or other category. A media profile or private award is not a substitute for the designated authority’s endorsement.
Family eligibility and dependant documents
Current ICP guidance allows a Golden Residency holder to sponsor a spouse, children regardless of age and parents, and to sponsor domestic workers under the applicable rules. If the principal dies, sponsored family members may remain in the UAE until their own residence permits expire. Each person still needs a compliant individual application and evidence.
- Spouse: passport, photograph, medical fitness when age rules require it, health insurance and an attested marriage certificate. Names and dates must match the principal’s records.
- Children: passport, photograph, insurance, attested birth certificate and medical fitness when applicable. Dubai Land Department asks for the father’s no-objection evidence when the mother is the sponsor and an unmarried-status undertaking for a child over 18; verify the live checklist for the family’s facts.
- Parents: proof of kinship and dependency, attested birth records, insurance and any additional sponsorship or financial evidence requested by the competent authority. The Dubai property-investor checklist also asks for an IBAN in parent cases.
- Custody and consent: where parents are separated, divorced or not applying together, prepare custody orders, death certificates, consent or no-objection evidence and legalised translations early.
- Domestic workers: the principal may sponsor the workers permitted under the published framework, but separate employment, insurance and domestic-worker rules still apply.
Process, physical presence and renewal
A well-run case begins with an authority-specific pre-check, not a transfer of capital. The sequence should preserve an audit trail and minimise the risk that the asset, applicant or evidence is accepted commercially but not for immigration.
- Choose the exact eligibility category and competent federal or emirate channel. Obtain nomination, recommendation or preliminary eligibility evidence where the route permits it.
- Complete independent legal, investment, property, company, tax and sanctions due diligence. Confirm that financing, ownership, developer, bank, valuation and entity evidence match the authority’s current criteria.
- Assemble civil, financial and category documents, then submit the principal application. An eligible applicant abroad may use the published six-month multiple-entry visa where appropriate.
- Complete entry or status adjustment, medical fitness, biometrics, Emirates ID and residence issuance steps, then file dependant applications in the correct order.
- Golden Residency holders are exempt from the usual rule that can invalidate many UAE residence permits after more than six consecutive months abroad. This immigration flexibility does not eliminate investment-maintenance, insurance, tax, company, property or renewal obligations.
- Renewal is not unconditional. The applicant should retain evidence that the qualifying investment, property value, employment, business, nomination or other category basis continues, and should diary passport, insurance, identity and dependant expiries well in advance.
Tax residence and citizenship are separate questions
Golden Residency is immigration permission. It does not by itself establish UAE tax residence, end tax residence elsewhere or determine treaty entitlement. The UAE domestic individual tests include presence for at least 183 days in a relevant 12-month period; a 90-day test combined with UAE or GCC nationality or a valid residence permit and a permanent UAE home or UAE employment or business; and a separate usual-residence and centre-of-financial-and-personal-interests test. Treaty residence and a Tax Residency Certificate require their own analysis and evidence.
Citizenship is also separate. UAE law permits nomination of specified foreign categories through designated government bodies, but Golden Residency does not create an automatic citizenship pathway or an entitlement after a stated number of years. Families planning succession, mobility or nationality outcomes should obtain advice in the UAE and every other relevant jurisdiction.
Common mistakes that increase cost or threaten eligibility
- Assuming every asset priced at AED 2,000,000 qualifies without checking ownership, valuation, financing, bank, developer and authority evidence.
- Borrowing capital for a public-investment route despite the published full-ownership and non-loan requirement, or applying that non-loan rule mechanically to property finance that may be accepted from an approved local bank.
- Counting a business valuation, forecast or gross turnover when the chosen entrepreneur or investor test requires audited revenue, paid capital, shares, tax contribution or a documented exit.
- Adding federal, GDRFA and Dubai Land Department fee examples as though every charge applies to the same application channel.
- Underbudgeting health insurance, translation, attestation, medical, Emirates ID and separate dependant applications.
- Treating a published two-day, five-day or seven-to-ten-day authority target as a guaranteed end-to-end approval promise.
- Moving funds through relatives, agents or several unexplained accounts without a documented beneficial-owner and source-of-funds chain.
- Confusing immigration residence, physical presence, tax residence, permanent residence and citizenship, or assuming a residence card changes foreign tax and reporting obligations automatically.
